Risk is a system-level responsibility.
ISE Elite is designed around a fail-closed risk model: a trading opportunity does not become executable simply because strategy logic prefers it. Risk policy can veto execution based on account state, exposure, operating limits or other configured controls.
This architecture also supports separation between evaluation-style accounts and live accounts, account-specific limits, daily/weekly targets, and manual account or global locks as the commercial environment evolves.
